The Principal Secretary for Technical and Vocational Education and Training (TVET), Dr. Esther Muoria, today addressed the media to clarify the government’s TVET modularisation programme and the decision-making process behind training projects in the sector.

Speaking amid growing concerns raised by unions and key stakeholders in the education sector,

Dr. Muoria explained that the modularisation programme is aimed at making TVET more flexible, inclusive, and responsive to labour market demands. She noted that the approach allows trainees to acquire skills in stages, earn certifications progressively, and transition more easily into employment or entrepreneurship.

Dr. Muoria assured stakeholders that the government has taken into account the concerns raised regarding the cost of training and the overall implementation framework. She outlined measures being put in place to ensure affordability, transparency in project selection, and value for money in the use of public resources.

The PS emphasized that consultations with unions, trainers, and industry players are ongoing, adding that their input is critical to strengthening the programme and safeguarding the welfare of both trainers and trainees.She reaffirmed the Ministry’s commitment to dialogue, accountability, and evidence-based decision-making, stressing that TVET remains a key pillar in equipping Kenyan youth with practical skills and supporting the country’s industrial and economic growth.
