Fresh debate is emerging over the leadership of Nairobi’s development agenda following the Third Joint Steering Committee meeting on the implementation of the National Government–Nairobi City County Government Cooperation Agreement under the Nairobi Rising Programme.
The meeting reviewed progress on major projects targeting water and sanitation, roads, drainage, security, street lighting, markets and urban connectivity. Leaders emphasized the need for faster implementation, accountability and measurable results as the new financial year begins.
A key resolution was the preparation of a comprehensive Presidential Progress Report outlining completed projects, pending interventions and priority areas requiring urgent action.
Backed by an investment portfolio of KShs. 80 billion, the Nairobi Rising Programme is presented as a joint initiative between the National Government and Nairobi City County aimed at transforming the capital into a cleaner, safer and more competitive city.
However, the programme has also reignited public discussion over governance and accountability, with some Kenyans questioning where the balance of leadership lies between the county administration and the National Government. Supporters argue the partnership accelerates development, while critics say it raises important questions about the constitutional roles of each level of government.
As implementation gathers pace, Nairobi residents are expected to judge the initiative by one measure: whether it delivers tangible improvements in their daily lives.
