The Independent Electoral and Boundaries Commission (IEBC) has officially launched its Strategic Plan 2025–2030 and Election Operations Plan 2025–2027, marking a major milestone in preparations for the 2027 General Election.
Speaking during the unveiling, IEBC Chairperson Erastus Ethekon said the launch of the two strategic documents signals the beginning of a deliberate, transparent, and accountable journey toward the next General Election.
“By unveiling these two strategic documents, we set in motion a deliberate, transparent and accountable journey towards the 2027 General Election. We reaffirm our constitutional mandate, our institutional resolve and our solemn duty to protect and uphold the sovereign will of the people of Kenya,” said Ethekon.
The Strategic Plan is anchored on the theme “Inclusion and Participation in Deepening Democracy in Kenya” under the rallying call “Your Vote, Your Voice – Kura Yako, Sauti Yako.” It outlines the Commission’s vision of becoming a credible, trusted, responsive, and accountable electoral management body committed to delivering transparent and inclusive electoral processes.
According to the Chairperson, the plan was developed through extensive consultations with stakeholders and reflects the aspirations of Kenyans while promoting national values such as participation, inclusivity, transparency, accountability, and good governance.
The roadmap identifies four key strategic priorities: effective management of elections, citizen engagement and participation, equitable representation, and strengthened institutional governance. These pillars will guide the Commission’s reforms, decisions, and operations over the next five years.
Complementing the Strategic Plan is the Election Operations Plan 2025–2027, which provides a detailed framework for implementing the Commission’s vision. The document outlines specific activities, timelines, responsibilities, and milestones that will steer preparations for the 2027 General Election.
Ethekon emphasized that credible elections are achieved through deliberate planning, professionalism, and unwavering adherence to the Constitution and the rule of law.
The IEBC Chair further assured Kenyans that lessons from previous elections, court decisions, observer mission recommendations, post-election reviews, and stakeholder engagements have informed the reforms and operational improvements contained in the newly launched documents.
“We will safeguard the integrity of the electoral process. We will protect the secrecy and sanctity of every vote and uphold the sovereign will of the people of Kenya,” he stated.
He expressed confidence that when the history of the 2027 General Election is written, Kenyans will recognize an Electoral Commission that prepared diligently, acted impartially, and faithfully executed its constitutional mandate.
The Chairperson also underscored that successful elections require collective responsibility, calling on political parties, candidates, state institutions, media organizations, civil society groups, development partners, and citizens to actively support democratic processes.
“The ballot remains the highest expression of the sovereign will of the people. It is a sacred democratic trust, and we must protect it collectively, consistently, and courageously,” he said.
Ethekon also thanked various state and non-state actors, development partners, and democracy-support organizations for their continued support in strengthening Kenya’s electoral systems and democratic institutions.
As preparations for the 2027 General Election gather momentum, the Commission says the new strategic framework will serve as a blueprint for delivering free, fair, transparent, and credible elections while strengthening public confidence in Kenya’s democratic future.
