Allegations of Widespread Corruption, Nepotism, and Irregular Recruitment Rock KALRO

Nairobi, Kenya – Serious allegations of malpractice, corruption, ethnic favoritism, and systemic nepotism have emerged within the Kenya Agricultural and Livestock Research Organization (KALRO), raising urgent concerns over governance, transparency, and adherence to public service regulations.

Reports reaching senior management detail a deeply entrenched culture of irregular promotions and questionable appointments, where individuals lacking the requisite academic qualifications are allegedly elevated to senior positions. These claims point to a breakdown in established human resource procedures and a possible abuse of office by key officials.

A case in point involves the controversial appointment of an individual identified as a “Personal Assistant”—a role reportedly absent from KALRO’s official career progression framework. The occupant of this position is said to hold qualifications below the minimum requirement for the rank equivalent to Assistant Director, raising serious questions about how such an appointment was approved and by whom within the Human Resources department.

Further allegations suggest that influence within the organization has been used to secure employment for close relatives, including claims that family members of senior staff were hired on permanent and pensionable terms without any formal job advertisement or competitive recruitment process. This raises fundamental concerns about fairness, equal opportunity, and compliance with public service hiring guidelines.

In addition, concerns have been raised over the irregular absorption of select interns into permanent positions, while others were left out under unclear criteria. It is alleged that some of those absorbed may have close ties to senior officials, suggesting collusion at the highest levels of management.

The integrity of academic qualifications within the organization has also come under scrutiny, with claims that some staff members may be holding fake certificates. Critics argue that failure to enforce verification procedures—despite existing government circulars—points to either negligence or deliberate protection of those implicated.

Moreover, KALRO is accused of failing to comply with a directive issued in August 2023 by the Public Service Commission (PSC), which required all public institutions to review and update their human resource instruments. The delay or refusal to implement these reforms further underscores concerns about accountability within the institution.

Despite multiple complaints reportedly submitted to oversight bodies including the Ethics and Anti-Corruption Commission (EACC) and the Commission on Administrative Justice (Office of the Ombudsman), there has been little to no visible action taken.

Stakeholders are now calling for immediate and comprehensive investigations by relevant authorities to restore integrity, enforce accountability, and ensure that KALRO operates within the law and established public service standards.
