The Peoples Party Youth League has rejected the Tertiary Education and Funding Bill, 2026 in its present form, warning that the future of millions of young Kenyans is at stake.

In a statement signed by National Leader Wainaina Gichere, the Youth League said a report was produced to help address challenges that emerged from the New Funding Model, and that students, parents, universities and other stakeholders have a legitimate interest in understanding its findings and recommendations.

“Transparency cannot be selective when the future of millions of young Kenyans is at stake,” the League stated.

The League has given the Government *seven (7) days* from the date of the statement to make the report public and provide clarity on its implementation. Failure to do so, the League says, will compel it to publish the full report in the interest of public awareness and accountability.

A CALL TO PARLIAMENT AND THE EXECUTIVE

The League called upon the Departmental Committee on Education, Members of Parliament and the Executive to listen carefully to students, parents, universities, education stakeholders and young Kenyans before proceeding with legislation that could have long-term consequences for the country’s human capital.

“Kenya cannot aspire to build a knowledge-based economy while simultaneously making higher education increasingly inaccessible or placing graduates under unsustainable financial obligations,” the statement reads.

The League posed the fundamental question facing the nation

“What kind of Kenya do we want to build — one where education opens doors, or one where it begins a lifetime of debt?”*

The Peoples Party Youth League maintains that tertiary education financing must be founded on fairness, affordability, accountability and opportunity. It therefore rejects the Tertiary Education and Funding Bill, 2026 in its present form, and calls for substantial amendments that place Kenyan students and the country’s long-term human capital development at the centre o

f education policy.
