Musalia Mudavadi Slams Nairobi Relocation Idea as ‘Fantasy’, Asserts Capital Is Untouchable Power Hub

Prime Cabinet Secretary Musalia Mudavadi has firmly rejected proposals to relocate Nairobi, terming the idea unrealistic and detached from the country’s strategic realities.

Appearing before the Senate Committee on Devolution and Intergovernmental Relations, chaired by Abass Sheikh Mohamed, Mudavadi provided clarity on the Intergovernmental Cooperation Agreement between the National Government and Nairobi City County.

Mudavadi emphasized Nairobi’s unique status as both a County Government and Kenya’s capital city, noting its critical role as a diplomatic hub, commercial gateway, and host to key international institutions.

He clarified that the agreement does not transfer county functions, but instead establishes a structured framework for collaboration—distinct from the former Nairobi Metropolitan Services (NMS). The framework aims to enhance coordination, efficiency, and service delivery.

The new governance model introduces a two-tier structure:

A Joint Steering Committee, co-chaired by Mudavadi and the Governor, for strategic oversight

Implementation Committee, led by Governor Johnson Sakaja, to oversee execution across sectors

Mudavadi underscored that Nairobi remains the political and economic capital of East Africa, hosting the United Nations Office at Nairobi and serving as a regional base for diplomatic missions, international organizations, and multinational corporations.

He noted that the city’s infrastructure, security, sanitation, transport systems, and urban management directly shape Kenya’s global competitiveness, investor confidence, and regional integration agenda.

“Nairobi’s performance carries national, regional, and global implications that no other county bears,” Mudavadi stated, reinforcing the need for a structured national partnership to ensure the capital meets global standards.
