Members of the National Assembly Committee on Agriculture and Livestock have been sensitized on the proposed Pest Control Products Bill, 2025, a landmark legislative proposal aimed at strengthening regulation of pesticides and safeguarding food safety and public health.The briefing was led by the Committee Chairperson, Hon. John Mutunga (Tigania West), and brought together key stakeholders including the Pest Control Products Board (PCPB), the Kenya Plant Health Inspectorate Service (KEPHIS), and the Food and Agriculture Organization (FAO).<\/p>\n\n\n\n

The Bill seeks to regulate the importation, exportation, manufacture, distribution, advertising, use, and disposal of pest control products, while also proposing the establishment of a new Pest Control Products Authority to oversee enforcement and compliance.During the session, Members raised critical concerns around food safety, public health, and environmental protection, questioning how the proposed law would address the continued use of hazardous chemicals in agriculture.<\/p>\n\n\n\n

Hon. Mutunga challenged regulators on their preparedness, warning against Kenya becoming a dumping ground for harmful chemicals banned elsewhere.\u201cCertain imported pesticides and herbicides are precursors of cancer. Do you have a clear map of chemicals in use across the country, given that some products like Roundup are no longer used in developed countries?\u201d posed Hon. Mutunga.In response, KEPHIS CEO Prof. <\/p>\n\n\n\n

Theophilus Mutui assured the Committee that the Bill aligns with international food safety standards and that farmers are continually trained on good agricultural practices, including strict adherence to manufacturer labels.\u201cWe analyze food products, including imports from neighboring countries, to ensure chemical residues are within allowable limits,\u201d <\/p>\n\n\n\n

Prof. Mutui said.Members were also informed that while porous borders remain a challenge, KEPHIS has established Border Management Committees tasked with surveillance and patrols to curb illegal entry of harmful pesticides.<\/p>\n\n\n\n

On the cost implications, the Committee was reassured that implementation costs would be minimal, noting that PCPB has already invested in laboratory capacity through funding from the National Treasury and internal resources. Additional costs would mainly support the operationalization of the proposed Authority.<\/p>\n\n\n\n

The Committee is scheduled to receive further briefings on the Plant Protection Bill on Saturday, 7th February 2026, as Parliament continues to advance reforms aimed at protecting farmers, consumers, and the environment.<\/p>\n","protected":false},"excerpt":{"rendered":"
