Homa Bay Governor Gladys Wanga is among three governors whose counties are facing scrutiny over high spending on civil servants\u2019 salaries, raising fresh questions about the sustainability of county wage bills and the funds left for development.<\/p>\n

The issue comes amid growing concerns over counties exceeding the statutory threshold for personnel expenditure. Under Kenya\u2019s public finance framework, county governments are expected to keep expenditure on wages and benefits within 35 per cent of total county revenue<\/strong>.<\/p>\n
Recent official audit data has shown that several counties have significantly exceeded that ceiling. The Auditor-General has previously flagged counties where personnel costs consumed more than half of total revenue, warning that such wage bills may not be sustainable.<\/p>\n
The debate puts the spotlight on whether county governments are spending too much of their resources maintaining large workforces at the expense of roads, healthcare, water projects and other development priorities.<\/p>\n
