{"id":3604,"date":"2026-06-15T16:54:04","date_gmt":"2026-06-15T16:54:04","guid":{"rendered":"https:\/\/livenation254.com\/?p=3604"},"modified":"2026-06-15T16:54:04","modified_gmt":"2026-06-15T16:54:04","slug":"npa-warns-parliament-reintroducing-corporal-punishment-will-endanger-learners-and-violate-childrens-rights","status":"publish","type":"post","link":"https:\/\/livenation254.com\/?p=3604","title":{"rendered":"NPA Warns Parliament: Reintroducing Corporal Punishment Will Endanger Learners and Violate Children&#8217;s Rights"},"content":{"rendered":"<p>&nbsp;<\/p>\n<pre><span style=\"color: #ff0000;\"><strong>By Jeff Kizzilah Digital Editor<\/strong><\/span><\/pre>\n<p>The National Parents Association (NPA) has strongly opposed any proposal to reintroduce corporal punishment in Kenyan schools, warning that such a move would undermine decades of progress in child protection and threaten the well-being of learners across the country.<\/p>\n<p><a href=\"https:\/\/livenation254.com\/wp-content\/uploads\/2026\/06\/FB_IMG_1781542028917.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-medium wp-image-3605\" src=\"https:\/\/livenation254.com\/wp-content\/uploads\/2026\/06\/FB_IMG_1781542028917-300x200.jpg\" alt=\"\" width=\"300\" height=\"200\" srcset=\"https:\/\/livenation254.com\/wp-content\/uploads\/2026\/06\/FB_IMG_1781542028917-300x200.jpg 300w, https:\/\/livenation254.com\/wp-content\/uploads\/2026\/06\/FB_IMG_1781542028917-1024x683.jpg 1024w, https:\/\/livenation254.com\/wp-content\/uploads\/2026\/06\/FB_IMG_1781542028917-768x512.jpg 768w, https:\/\/livenation254.com\/wp-content\/uploads\/2026\/06\/FB_IMG_1781542028917-1536x1025.jpg 1536w, https:\/\/livenation254.com\/wp-content\/uploads\/2026\/06\/FB_IMG_1781542028917.jpg 2048w\" sizes=\"auto, (max-width: 300px) 100vw, 300px\" \/><\/a><\/p>\n<p>In a statement issued by NPA Chairman <strong>Silas Obuhatsa<\/strong>, the association appealed to members of the Senate and National Assembly to reject attempts to bring back caning in schools, arguing that Kenya&#8217;s education system has evolved towards nurturing, mentoring, and guiding learners under the Competency-Based Education (CBE) curriculum.<\/p>\n<blockquote><p><strong>&#8220;Kenya made significant progress when corporal punishment was abolished, and any move to reverse these gains would be a major setback in the protection of children&#8217;s rights and welfare,&#8221; said Obuhatsa.<\/strong><\/p><\/blockquote>\n<p>The association noted that the Children&#8217;s Act and other child protection laws removed corporal punishment due to its harmful consequences, including physical injuries, emotional trauma, low self-esteem, school dropouts, truancy, absenteeism, and poor academic performance. The NPA further observed that harsh disciplinary measures have historically contributed to student unrest and school strikes.<\/p>\n<blockquote><p>According to Silas Obuhatsa Chair,the National Parents association, schools should remain safe spaces where learners are guided and supported rather than subjected to fear and physical punishment.<\/p><\/blockquote>\n<p>The NPA emphasized that parents send their children to school expecting quality education, guidance, and protection\u2014not physical pain and humiliation. The association urged parents across the country to reject any efforts aimed at reinstating the cane in learning institutions.<\/p>\n<p>The association also reminded the Government of its constitutional obligation to safeguard children&#8217;s rights, noting that Kenya is bound by national laws and international conventions that prohibit violence against children.<\/p>\n<p>The NPA called on the Teachers Service Commission (TSC) to maintain strict enforcement of regulations banning corporal punishment and encouraged teachers to continue utilizing modern disciplinary approaches such as guidance and counseling, mentorship, parental engagement, positive reinforcement, restorative justice, peer support systems, and values-based education.<\/p>\n<p>Obuhatsa warned that any teacher administering corporal punishment would bear personal responsibility for any injuries or adverse outcomes arising from the practice.<\/p>\n<p>The association further announced that it would pursue legal action should the Ministry of Education or the TSC support any attempts to reintroduce corporal punishment.<\/p>\n<p>&#8220;We will have no option but to seek legal redress and move to court to challenge and block any attempt to re-introduce corporal punishment in Kenyan schools,&#8221; the statement read.<\/p>\n<blockquote><p><strong>The NPA also urged the Kenya National Commission on Human Rights and child protection agencies to defend children&#8217;s rights and oppose any form of violence against learners<\/strong>.<\/p><\/blockquote>\n<p>While acknowledging concerns about discipline in schools, the association maintained that effective discipline should be corrective, educational, and restorative rather than punitive.
