Instead of relief, they expect more pain. Instead of accountability, they witness waste, corruption, and misplaced priorities,&#8221; Karua stated.<\/p>\n<p>According to the PLP leader, Kenyans continue to bear the burden of rising costs of food, fuel, healthcare, housing, and education while government spending remains characterized by waste, excessive borrowing, and poor prioritization.<\/p>\n<p>She argued that the country does not suffer from a revenue shortage but rather from poor leadership, corruption, fiscal indiscipline, and lack of accountability.<\/p>\n<p>&#8220;Kenya does not have a revenue problem. Kenya has sufficient resources to educate her children, provide healthcare, support farmers, build infrastructure, and create opportunities for businesses. What Kenya lacks is disciplined, ethical, and people-centered leadership,&#8221; she said.<\/p>\n<p>Karua cited reports indicating that over KSh304 billion remains tied up in stalled projects across the country, describing this as evidence of poor stewardship rather than inadequate revenue collection. She further criticized government expenditure on luxury, excessive travel, and political patronage while essential sectors remain underfunded.<\/p>\n<p>The PLP leader also expressed solidarity with Kenyan youth, referencing the Gen Z protests of 2024 and subsequent demonstrations that have demanded greater accountability, transparency, and economic justice.<\/p>\n<p>&#8220;Violence cannot silence legitimate demands for accountability. Intimidation cannot extinguish the aspirations of a generation. Force can never substitute for good governance,&#8221; she said.<\/p>\n<blockquote><p><strong>As an alternative to the current administration&#8217;s fiscal approach, Karua unveiled what she termed a &#8220;Rescue Budget&#8221; aimed at prioritizing ordinary citizens, improving public services, stimulating economic growth, and restoring confidence in government institutions.<\/strong><\/p><\/blockquote>\n<p>Among the key proposals outlined in the Rescue Budget are increased funding for education and healthcare, restoration of adequate school capitation, improved working conditions for teachers and healthcare workers, modernization of public hospitals, and a reduction of national health insurance contributions to KSh500 per family.<\/p>\n<p>The proposal also allocates KSh285 billion towards agriculture and food security through affordable farm inputs, irrigation, climate-smart farming, value addition, and support for cooperatives.<\/p>\n<p>Karua pledged to enforce fiscal discipline by reducing non-essential government expenditure by at least 60 percent, auditing stalled projects, strengthening anti-corruption institutions, and holding public officers personally accountable for unauthorized spending.<\/p>\n<p>To stimulate economic growth and job creation, she proposed settling legitimate pending bills owed to businesses, maintaining predictable taxation, promoting local industries through a Buy Kenya, Build Kenya policy, and introducing a two-year tax holiday for youth-led startups.<\/p>\n<blockquote><p><strong>The PLP leader also vowed to abolish the Housing Levy, arguing that it has become an additional burden on workers without delivering proportional benefits.<\/strong><\/p><\/blockquote>\n<p>&#8220;Our young people are not a problem to be managed. They are Kenya&#8217;s greatest national asset,&#8221; she said, adding that her administration would invest heavily in education, technology, sports, innovation, vocational training, and the creative economy while opposing taxes targeting digital services and online enterprises.<\/p>\n<p>Karua framed the country&#8217;s economic future as a choice between two competing visions.<\/p>\n<blockquote><p><strong>&#8220;The Rescue Budget offers fair taxation, fiscal discipline, better healthcare, better education, support for farmers, growth for businesses, jobs for youth, and opportunity for all. The Kenya Kwanza Budget offers more taxes, more borrowing, more waste, more hardship, and more inequality,&#8221; she stated.<\/strong><\/p><\/blockquote>\n<p>Drawing comparisons with the administration of former President Mwai Kibaki, Karua argued that sound economic management and accountable leadership remain the key ingredients for national prosperity.<\/p>\n<blockquote><p><strong>&#8220;The suffering facing Kenyans today is not inevitable. It is the consequence of poor policy choices and failed leadership.
