The (CA) has proposed sweeping amendments to the National Addressing Bill, 2025<\/strong>, cautioning that its current structure could lead to duplication of roles, regulatory confusion, and increased financial burden on taxpayers.<\/p>\n

Appearing before the National Assembly Departmental Committee on Communication, Information and Innovation, chaired by , CA Director General presented a comprehensive memorandum outlining the Authority\u2019s concerns and recommendations.<\/p>\n

The proposed legislation seeks to establish a National Addressing System<\/strong> aimed at improving service delivery, boosting national security, strengthening emergency response, and supporting the growth of Kenya\u2019s digital economy. While the CA expressed strong support for the initiative, it emphasized the need for alignment with existing frameworks, particularly the .<\/p>\n

At the core of the Authority\u2019s concerns is the proposal to create a National Addressing Council<\/strong>. The CA has recommended the complete removal of this provision, arguing that its functions overlap with existing mandates already vested in the Authority.<\/p>\n

\u201cCreating a parallel institution would result in duplication of functions, regulatory fragmentation and increased fiscal burden on government,\u201d said Mr. Mugonyi.<\/p>\n

Instead, the CA proposes that it be granted full responsibility for the development, implementation, and management of the National Addressing System. This would include setting standards, verifying addresses, integrating systems across sectors, and providing technical support to counties.<\/p>\n

The Authority also raised concerns over the proposed centralised role of a national Registrar of Addresses. It warned that such an approach could lead to inefficiencies, particularly in rural and underserved areas where addressing systems remain underdeveloped.<\/p>\n

To address this, the CA recommended a decentralised model<\/strong> anchored at the county level. It proposed the establishment of permanent County Addressing Units<\/strong> within county governments to oversee local implementation, ensure compliance, maintain records, and conduct public awareness campaigns.<\/p><\/blockquote>\n

Additionally, the Authority called for the removal of provisions related to the naming of addressable objects, noting that naming and addressing are governed under separate legal frameworks such as the and .<\/p>\n

The CA further recommended scrapping financial provisions tied to the proposed council and removing clauses on unlawful disclosure of personal data, arguing that such issues are already sufficiently addressed elsewhere in the Bill.<\/p><\/blockquote>\n

Backing the Authority\u2019s position, Hon. Kiarie emphasized Parliament\u2019s commitment to passing a practical and efficient law.<\/p>\n

\u201cWe must be deliberate in crafting a law that does not create unnecessary structures at the expense of taxpayers,\u201d he stated.<\/p>\n

He affirmed that the committee is engaging a wide range of stakeholders to ensure the final legislation is aligned with existing legal frameworks and responsive to realities on the ground.<\/p><\/blockquote>\n

\u201cOur focus is to deliver a National Addressing System that enhances service delivery, strengthens national security, and accelerates Kenya\u2019s digital transformation without burdening the public,\u201d Hon. Kiarie added.<\/p>\n

The committee is expected to review all stakeholder submissions before tabling its report in Parliament.<\/p>\n

Overall, the Communications Authority reiterated its support for the establishment of a national addressing framework but urged lawmakers to leverage existing institutional capacity to ensure efficiency, cost-effectiveness, and global best practice alignment.<\/p><\/blockquote>\n
