PIC Education Committee Flags Governance Gaps in TVET Institutions Over Staffing, Asset Records and Delayed Funding Disbursements<\/p><\/blockquote>\n

The National Assembly\u2019s Public Investments Committee (PIC) on Education and Governance has raised serious governance concerns after questioning principals of three Technical and Vocational Education and Training (TVET) institutions over audit queries touching on staffing compliance, asset documentation, and delayed government funding.<\/p>\n

The Committee, chaired by Wanami Wamboka, summoned the management of Seme Training and Vocational College, Ugenya Technical and Vocational College, and Ugunja Technical and Vocational College to respond to audit findings covering the financial years 2022\/2023, 2023\/2024, and 2024\/2025.<\/em><\/strong><\/p><\/blockquote>\n

Members of the Committee\u2014including Daniel Kiili Karitho, Thaddeus Nzambia, Julius Sigei, and Chiforomodo Mangale Munga\u2014raised concerns over non-compliance with statutory requirements on ethnic balance in staffing, delays in disbursement of student scholarship funds, and failure to insure key institutional assets.<\/p>\n

The Auditor-General\u2019s reports further flagged missing ownership documentation for machinery and equipment, including tractors, as well as breaches of public sector human resource regulations governing ethnic representation.<\/p>\n

Committee Chair Hon. Wamboka emphasized that public institutions must adhere strictly to accountability standards, warning that the identified gaps reflect systemic governance weaknesses that must be urgently addressed.<\/p>\n

\u201cThese institutions are funded by taxpayers and must operate strictly within the law. Issues of ethnic imbalance, undocumented assets, and delayed student support cannot be taken lightly,\u201d he stated.<\/p><\/blockquote>\n

Appearing before the Committee, Seme Training and Vocational College Principal Mr. Kenneth Odero acknowledged the audit concerns, attributing some of the challenges to administrative transitions and funding delays. He said corrective measures were already underway, including securing ownership documents for institutional assets and aligning staffing structures with legal requirements.<\/p>\n

At Ugenya Technical and Vocational College, Principal Ms. Linda Ayuku informed the Committee that delayed scholarship disbursements had negatively impacted learning continuity and student retention. She urged enhanced coordination with relevant authorities to ensure timely release of funds.<\/p><\/blockquote>\n

Ugunja Technical and Vocational College Principal Mr. Tom Oswago told MPs that the institution had begun implementing reforms, including insuring assets and reviewing staffing structures to comply with statutory diversity requirements.<\/p>\n

The Committee directed all three institutions to submit detailed compliance reports outlining clear timelines for resolving the audit queries.<\/p>\n
